Matarbari Agency and Project Support
Vessel approaching a confirmed Matarbari project, coal jetty, terminal, offshore position, or other nominated facility. Chittagong Port Agent (CPA) coordinates the local attendance assigned under the written instruction and keeps the appointing principal updated throughout the call.
Chittagong Port Agent (CPA) opens a Matarbari file against the named facility, terminal, project operator, vessel nomination, cargo programme, and written service scope.
The operations desk follows the vessel’s ETA, current position, facility acceptance, pilot or movement status, representatives, surveys, cargo operations, attending services, delays, expected completion, and departure.
No generic Matarbari appointment is presented as automatically covering every terminal, jetty, offshore position, project site, or future commercial-port facility.
The first review establishes the actual assignment before local attendance is confirmed. Chittagong Port Agent (CPA) checks the vessel, named facility, cargo or project, facility-acceptance status, arrival outlook, current agent position, attending parties, reporting recipients, paymaster, and cost approver.
Missing particulars, current local dependencies, and the next workable agency action are returned to the appointing principal before the file is treated as operationally ready.
The operations desk follows the vessel’s advised arrival position, facility instruction, pilot status, movement programme, weather, tug or marine-service status where applicable, and revised arrival outlook.
The Master retains navigational command. Pilotage, channel use, movement timing, tug requirements, berth acceptance, and vessel limits remain subject to the current authority, pilot, terminal, and facility instruction.
Matarbari assignments may involve the shipowner or operator, charterer, cargo interest, project owner, EPC contractor, facility operator, terminal representative, Chittagong Port Authority, pilots, tug providers, surveyors, stevedores, technical contractors, and logistics providers.
Chittagong Port Agent (CPA) records the working contacts and keeps the agreed local action and reporting line connected without replacing their decisions, approvals, findings, or physical work.
Depending on the confirmed assignment, vessel attendance may include port or facility representatives, owner or charterer representatives, superintendents, surveyors, technicians, crew, medical personnel, stores, spares, cargo documents, supporting records, and photographs.
Every attendance remains subject to the vessel’s live position, facility access, security clearance, transport route, weather, and available movement window.
Where included in the appointment, Chittagong Port Agent (CPA) follows:
Cargo or project commencement
Terminal or project readiness
Equipment and attending parties
Quantity handled or work status
Balance onboard where applicable
Operational stoppages
Weather interruptions
Survey attendance
Technical exceptions
Revised completion
Sailing outlook
The terminal, facility, vessel, cargo interest, stevedore, and appointed technical parties retain responsibility for physical cargo handling and technical decisions.
Project and heavy-lift assignments are reviewed against unit dimensions and weights, vessel gear, lifting plan, shore or floating equipment, facility access, storage position, survey attendance, technical contractor, receiver readiness, and onward transport.
Chittagong Port Agent (CPA) coordinates the assigned local attendance and reports cargo readiness, equipment status, operational exceptions, progress, and handover developments to the appointing principal.
Technical lifting approval and physical execution remain with the vessel, facility, stevedore, lifting specialist, surveyor, contractor, and receiver.
After cargo and assigned vessel requirements are completed, Chittagong Port Agent (CPA) follows the remaining local status, outward documentation, pilot or movement position, service completion, and departure.
The final update reports cargo or assignment completion, representatives and crew status, surveys and technical attendance, available supporting records, actual departure, approved local-cost position, and remaining actions.
Port Overview & Key Facts
Matarbari is located in Cox’s Bazar District and includes an established marine channel and operating project-related jetties alongside the developing commercial deep-sea-port project. Existing coal and project calls should not be confused with full commercial operation of the planned container and multipurpose terminals.
Chittagong Port Agent (CPA) accepts present assignments against a confirmed facility, vessel, project, and written scope. Future commercial-port enquiries are recorded separately until the responsible authority and operating parties confirm commercial readiness.

Current and Future Status
The Matarbari marine channel and project-related facilities have supported coal and project vessels. That operating activity does not convert every planned commercial terminal into an open facility for general nominations.
The current Phase 1 civil-works programme targets completion in 2029. That programme date is not a guaranteed commercial opening date or a standing vessel-acceptance notice; confirm the responsible authority and facility position for the actual assignment.
Operating Interfaces
The vessel is nominated to an operating project-related or power-facility interface with a named receiver or operator.
The call is coordinated against facility acceptance, vessel particulars, cargo programme, berth instructions, pilot position, and technical requirements.
The exact arrival, pilot, channel, tug, and movement instruction remain specific to the vessel, named facility, and current operating programme.
Offshore attendance is accepted only after the advised position, authority status, facility instruction, access route, weather, and service scope are confirmed.
Container and multipurpose terminal descriptions are labeled as under development. Planned dimensions, capacities, equipment, and operating dates are not presented as current commercial services.
Facility Status Classification
The assignment type should be confirmed before the enquiry enters the operating workflow.
Named facility
Vessel nomination
Cargo or project
Receiver or operator
Facility-acceptance status
Agency or attendance requirement
The vessel is nominated for coal cargo, project equipment, energy-facility attendance, survey work, technical support, crew or representatives, stores, spares, or another confirmed facility requirement.
The vessel or craft supports dredging, marine works, breakwater or channel work, construction materials, survey activity, equipment delivery, contractor mobilization, or technical personnel.
The enquiry concerns future container calls, mother-vessel services, multipurpose cargo, liner or feeder operations, planned capacity, or future tariffs. These enquiries are recorded as future commercial-port enquiries, not represented as confirmed present services.
Vessel Positions Supported
ETA, nomination, facility acceptance, representatives, surveys, crew requirements, and immediate attendance remain under follow-up.
Pilot, facility, channel, tug, weather, security, and movement readiness are reviewed against the current instruction.
Chittagong Port Agent (CPA) reports movement commencement, vessel status, delays, and revised facility arrival as confirmed.
Cargo status, representatives, surveys, technical attendance, crew movements, supplies, completion, and expected departure remain under follow-up.
Equipment readiness, lifting or discharge attendance, surveys, project receiver, cargo progress, operational exceptions, and handover status are reported.
Attendance is coordinated against the confirmed position, vessel access, contractor instruction, weather, security, and marine-service availability.
Cargo or project work completion, remaining services, representatives, outward status, pilot or movement position, and departure remain under follow-up.
Vessel and Assignment Types
Existing Matarbari marine activity has included coal vessels serving the power project. Production content describes these as confirmed facility calls, not as evidence that the future commercial deep-sea terminals are fully operational.
Agency support may cover facility nomination, ETA and acceptance reporting, pilot and movement follow-up, cargo-operation reporting, surveys, representatives, crew attendance, technical services, completion, and departure.
Project cargo requires review of unit dimensions and weights, vessel gear, lifting plan, shore or floating equipment, facility access, storage or receiving area, survey attendance, project schedule, technical contractor, and onward transport.
No universal crane, lifting, or cargo rate is advertised without confirmation from the facility and appointed operating parties.
Dredgers
Tugs
Barges
Workboats
Survey vessels
Offshore-support craft
Equipment carriers
Crew boats
Marine-construction vessels
These assignments require a defined project owner, contractor, marine position, authority interface, access plan, and written scope.
General or multipurpose cargo calls are accepted only against a named operating facility and current cargo acceptance. A planned future multipurpose terminal is not presented as presently available merely because it appears in development plans.
The broader container terminal remains part of the developing commercial-port project. Chittagong Port Agent (CPA) records future Matarbari container-service enquiries separately. Current call support is accepted only against a confirmed facility, vessel programme, and operating instruction.
Concise Matarbari Operating Guide
The first operating question is: Which facility, project, or terminal has nominated and accepted the vessel? Only after the facility is identified should the desk review vessel particulars, draft, LOA, beam, cargo, channel and arrival instruction, pilot, tugs, berth or operating position, security, representatives, technical requirements, and service attendance.
One permanent maximum draft, LOA, DWT, beam, air draft, or channel limit is not applied to all Matarbari assignments.
Draft, LOA, DWT, beam, channel use, berth acceptance, and movement conditions are confirmed against the named facility, vessel particulars, current authority instruction, pilot order, and operating programme.
A universal number of tugs or one permanent pilot arrangement is not published. Pilot, tug, towage, movement, and marine-service requirements remain subject to the current vessel and facility instruction.
Coastal weather, swell, visibility, monsoon conditions, and cyclone-related instructions may affect arrival, pilot boarding, channel movement, tug attendance, crew transfer, survey attendance, spare delivery, cargo work, and sailing.
Representatives, crew, surveyors, technicians, vehicles, stores, and spares may require prior project or facility clearance. Chittagong Port Agent (CPA) follows submitted attendance details and reports access status. The facility and security authorities retain access approval.

Owners’ Protective Agency
Where another party holds the full agency appointment, Chittagong Port Agent (CPA) can maintain an independent owner-side reporting line covering vessel movement, facility readiness, cargo or project operations, surveys, delays, incidents, protests, expenses, and departure.
The full agent and facility retain their appointed responsibilities. Protective attendance remains separate and follows the written owner instruction.
Crew and Representative Attendance
Crew and representative movements are reviewed against nationality, travel documents, Immigration, arrival airport, road-transfer route, accommodation, facility access, vessel position, weather, transfer availability, and repatriation or return plan.
No single airport, hotel, road, launch, or vessel-access route is promised for every Matarbari assignment. The current facility and movement position controls the plan.
Husbandry, Surveys, and Ship Spares
Potential support includes provisions, stores, fresh water, cash to master, medical attendance, technicians, representatives, accommodation, road transport, and vessel or facility delivery. Availability and delivery method remain assignment-specific.
Attendance can be coordinated for draft, bunker, condition, cargo, damage, on-hire, off-hire, P&I, class, flag, project inspection, and other separately appointed survey work.
The appointed surveyor remains responsible for method, findings, certificates, and signed reports.
Spare support can cover pre-alert, local collection, Customs or C&F follow-up, secure transport, facility clearance, vessel delivery, receipt confirmation, and return or offlanding support.
The operations desk can coordinate airport reception, hotel, road transport, facility entry, vessel access, project meetings, and return transfer under the confirmed assignment.
Cost and Disbursement Reporting
Chittagong Port Agent (CPA) prepares the PDA or attendance-cost basis against the named facility, vessel particulars, arrival position, cargo or project, pilot and tug basis, representatives, surveys, crew, husbandry, spares, transport, security or access requirements, and reporting scope.
Material extras caused by changed arrival, repeat attendance, facility delay, weather, tug or pilot change, representative delay, extended transport, survey changes, or project requirements are reported for approval before commitment where practicable.
The Final DA returns approved costs, supporting vouchers, advances, credits, outstanding costs, and remaining operational or documentary items.
Operational Delays Under Follow-Up
The missing acceptance, responsible party, effect on vessel planning, and next expected update are reported.
The revised pilot, channel, facility, or movement position and operational effect are reported.
The available provider, revised timing, cost effect, and vessel impact remain under follow-up.
Crew, surveyors, representatives, technicians, spares, stores, or other attendance is revised against the next workable access window.
The affected equipment, contractor, receiving party, cargo operation, or work programme is reported.
Missing clearance, affected attendees, operational effect, local follow-up, and revised access position are issued.
The changed boarding or facility window and its effect on cargo, completion, or sailing are reported.
Outstanding cargo, technical work, facility instruction, pilot, tug, weather, clearance, or another confirmed cause is reported with the next review point.
