What the Official Project Material Establishes
JICA describes Matarbari as a commercial-port development project intended to increase Bangladesh’s cargo-handling capacity. Project objectives and engineering designs explain the planned infrastructure; they do not by themselves publish today’s permissible draft (confirm with current CPA/pilot guidance for date and LOA), berth availability, tariff or vessel-acceptance procedure.
Existing power-project or coal-facility arrangements and the developing commercial port are not interchangeable. A principal must identify the actual facility and assignment.
What Not to Assume
Do not convert a design depth, planned berth, programme date or future cargo concept into a current vessel-call promise. Do not assume that the existence of a channel or project facility creates general port-agency access for any vessel.
CPA has no standing Matarbari desk. CPA reviews only a confirmed facility, project or vessel assignment with a responsible operator or facility contact.
The First Assignment Brief
Send the facility/operator nomination, vessel name and IMO number, operation or cargo, vessel particulars, ETA, current acceptance contact, requested attendance, paymaster and approval contact.
CPA then confirms whether a local role can be accepted, which authority/facility interfaces apply, what information remains missing and which current source controls the operating limits.
