Moheshkhali and Matarbari Are Different Instructions
RPGCL’s current public information places Bangladesh’s floating LNG terminals at Moheshkhali in Cox’s Bazar. That is a different location and operating instruction from the Matarbari commercial-port development project. Matarbari attendance remains assignment-based; commercial-port design figures are not current open-port availability.
The Public Private Partnership Authority lists a land-based LNG terminal at Matarbari as a development-stage project. A development listing must not be treated as proof of an operating terminal, confirmed slot or open vessel-call service.
What the Charterer or Owner Must Confirm
Name the actual terminal or offshore receiving facility, operator or receiver nomination, cargo, vessel particulars, requested transfer or berthing arrangement, ETA window and the party authorised to confirm acceptance.
Obtain the current terminal or receiving-party acceptance directly through the competent commercial and operational route. CPA cannot confirm a slot, transfer window, terminal acceptance or cargo compatibility on behalf of the receiving operator.
CPA’s Local Role
CPA may review a clearly identified Bangladesh assignment and coordinate the local agency communication accepted by the responsible facility or principal. CPA is not the LNG terminal, FSRU operator, carrier, cargo buyer or technical transfer authority.
Weather, mooring, transfer method, safety limits, documentation and contingency arrangements remain with the vessel, terminal/FSRU operator, cargo parties and competent authorities.
