Crew Change for a Confirmed Matarbari Assignment, Check Access First

Matarbari crew attendance is arranged only against a confirmed vessel, facility or project assignment. CPA has no standing Matarbari operating desk. Facility acceptance, authority attendance, vessel position, crew documents and the safe transfer method must be confirmed for the named movement before travel is committed.

Assignment-only notice: CPA has no standing Matarbari operating desk. Any attendance is reviewed only for a confirmed facility, project or vessel assignment and remains subject to the responsible operator, authority and facility acceptance.
Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.

Confirm the Facility and Vessel Position

Start with the facility/operator nomination, vessel name and IMO number, exact vessel position, ETA/ETD, joining and off-signing nationalities and the local access contact. A reference to Matarbari alone does not establish where or how personnel can board. Matarbari attendance remains assignment-based; commercial-port design figures are not current open-port availability.

Build the Travel Route After Feasibility Review

Airport, hotel, road and vessel-transfer arrangements must follow the current flight schedule, immigration route, facility access and vessel safety plan. Do not publish or promise a fixed airport, road time or same-day completion for every assignment.

Authority and Safety Boundaries

Immigration and other authorities decide statutory clearance. The facility/operator controls access. The Master/OOW controls safe vessel-side movement. CPA coordinates the accepted local sequence and reports exceptions; it does not guarantee approval or transfer timing.

Matarbari remains assignment-led. Project or channel information does not establish routine crew-change access. CPA reports against the named facility, confirmed local interface and current authority position for the actual vessel movement.

The movement update covers airport reception, hotel or holding position, facility access, boarding or sign-off, immigration completion and final departure. A missed flight, refused access, document defect or vessel-window change is reported with the next workable action and cost effect.

Completion Reporting

On-signers and off-signers may require different road, facility and vessel-transfer arrangements. Vehicle approval, luggage, medical condition, service-boat timing and the Master’s safe-transfer decision remain specific to each group and movement window.

Joining crew require travel readiness, entry formalities, local reception and a boarding plan connected to the actual vessel position. Off-signers require disembarkation acceptance, outward formalities, onward travel and sufficient margin between vessel transfer and flight departure.

Build Separate Joining and Sign-Off Tracks

The go or no-go update states what is accepted, what remains pending, the last safe booking time and the effect of a schedule change. Where the vessel window is narrow, the fallback flight, hotel or holding position remains under principal review.

Non-refundable travel is not committed until the facility, vessel position, access contact, immigration route and transfer method are accepted for the named assignment. Future port design or general project information is not used as movement approval.

Set a Go or No-Go Point Before Ticketing

Set the go or no-go point before any ticket is bought. It is reached only when the facility or operator has accepted the nomination, the vessel position and ETA/ETD are confirmed, the crew documents are in order and a safe transfer method is agreed for the named movement.

Until then, travel is not committed. Statutory clearance stays with immigration and other authorities, access with the facility or operator, and vessel-side movement with the Master or OOW. CPA coordinates the accepted sequence and reports exceptions; it does not guarantee approval or transfer timing.
