Shipping Agency Appointments Handled

CPA handles each Bangladesh vessel call against the appointing principal’s written instruction. Operational scope, reporting authority and cost approval follow the confirmed appointment line.

Full Port Agency

Owner, charterer, operator or manager.

Complete Bangladesh vessel-call coordination covering pre-arrival review, PDA, inward status, berth or anchorage operations, cargo follow-up, approved services, outward clearance, departure reporting and Final DA close-out.

Charterer’s Agency

Charterer or nominated cargo interest.

Cargo-side coordination and charterer reporting covering cargo readiness, stevedore or terminal position, receiver or shipper action, SOF events and approved local costs. Full vessel-call control remains outside this appointment.

Owners’ Protective Attendance

Owner, manager, P&I Club or owner-side interest.

Independent owner-side monitoring and reporting of vessel position, NOR and SOF events, cargo exceptions, survey attendance, cost exposure and unresolved matters without duplicating the appointed full agent’s responsibilities.

Husbandry or Specialist Attendance

Principal requiring a defined local service.

Crew movement, medical attendance, CTM, stores, spares, surveyors, technicians or another separately instructed requirement. Limited attendance does not automatically include vessel clearance, port dues, cargo operations or full-call responsibility.

Written appointment required

A PDA request, preliminary enquiry or quotation does not constitute a confirmed nomination. Protective attendance, Charterer’s Agency and limited-attendance files remain on their respective instruction and reporting lines.

Vessel Call Position Under Follow-Up

  1. Pre-Arrival

    Pre-Arrival Position

Appointment, vessel particulars, ETA, draft, cargo, previous and next port, current agent status, required services, approval line and reporting recipients checked against the call. Missing or conflicting information is returned before local commitment where possible.

  2. Anchorage

    Anchorage Position

Arrival, anchorage position, NOR instruction where applicable, cargo readiness, lighterage, weather, service launches and the next vessel movement remain under follow-up. Arrival declared does not mean the vessel is operationally ready.

  3. Berth

    Berth and Jetty Position

Berth readiness remains tied to the port movement programme, pilot and tug position where applicable, draft, tide, terminal readiness, cargo plan and gangway access. Berth nomination does not close the berthing position. All-fast confirmation remains a separate event.

  4. Cargo

    Cargo Operation Position

Cargo commencement, working resources, stoppages, weather interruption, shifting, cargo balance and expected completion remain visible to the principal. Cargo figures and timing are reported against the responsible source identified for the call.

  5. Departure

    Departure Position

Cargo completion, documents, port account, outward formalities, pilot, tug, sailing draft and next-port particulars remain open until outward clearance and sailing are confirmed. Cargo complete does not mean the vessel is ready to sail.

Appointment Basis and Responsibility Line

Standing Appointment

A standing appointment may cover recurring calls under an agreed port, reporting and account structure. Each call still opens against the actual vessel, ETA, draft, cargo, required services, cost basis and local operating position.

Call-Specific Nomination

A single-call nomination is reviewed against the named vessel, port, appointing party, current agent status, operational deadline, approval line and reporting recipients. A PDA request, preliminary enquiry or quotation request is not treated as a confirmed agency appointment.

Agency Lines on the Same Call

Where another company holds the full-agent appointment, CPA keeps any protective, charterer’s, husbandry, survey, crew or specialist instruction separate. A conflict affecting access, clearance, cargo work, sailing or account responsibility is raised with the appointing principal.

Shipping Agent Appointment and Licensing

CPA accepts a vessel-call appointment against its applicable Bangladesh shipping-agent licence and the written nomination received from the principal. Licence particulars can be supplied through the confirmed business channel where required for appointment or vendor review.

Bangladesh Port Coverage

Primary desk

Chattogram Port Agency

Chattogram is CPA's primary shipping-agency desk for outer-anchorage, inner-harbour, berth and jetty calls. The desk follows vessel position, inward status, cargo work, lighterage where applicable, service attendance, sailing and account close-out.

Call-specific review

Mongla Port Agency

Mongla files are reviewed against the vessel's Pashur River, anchorage, mooring or berth position. Pilotage, tide, draft, channel movement, cargo interface, inland support and local service access are confirmed against the actual call. Chattogram assumptions are not carried into the file.

Assignment only

Confirmed Matarbari Assignment

Matarbari attendance is accepted against a confirmed vessel, operating facility or project instruction. Access, authority, cargo, receiving-party and local service interfaces must be established before mobilisation. Matarbari is not presented as identical to a routine Chattogram or Mongla call.

Shipping Agency appointments are accepted only for the published operating routes stated on this page.

Cargo and Service Interfaces

Port and Authority Position

Vessel declarations, inward status, Customs, Immigration, Port Health, security and Harbour Master interfaces remain under follow-up against the accepted appointment and the responsible authority or filing party. Any hold affecting boarding, cargo work, crew movement or sailing is reported.

Pilot, Tug and Vessel Movement

Pilot, tug and vessel movement requirements are followed against the applicable port, vessel, draft, tide, berth and sailing position. Service booking does not confirm vessel movement. The call remains open until attendance and movement are confirmed.

Stevedore, Terminal and Cargo Work

Stevedore nomination, working resources, vessel or shore equipment, terminal interface, receiver or shipper readiness and work plan remain under follow-up. CPA reports the operating position without assuming the stevedore’s labour, equipment, quantity or safety responsibilities.

Survey, Tally and Quantity Position

Surveyor, tally, draft survey, bunker or cargo attendance can be coordinated where instructed. Findings, figures and certificates remain with the issuing surveyor or responsible party. CPA reports attendance and document status without widening the issuer’s scope.

Operational Holds Under Follow-Up

Every hold is reported with the vessel position, operational effect, responsible local party and next action. The call does not close while a hold remains unresolved.

  • Berth or Movement Hold Berth sequence, pilot programme, tide, draft, channel or port movement remains open. The update states the vessel position, operational effect and next review time.
  • Cargo Readiness Hold Receiver, shipper, terminal, stevedore, lighterage or cargo document not ready. The affected operation, responsible local party and next action are reported.
  • Weather or Access Hold Launch, lighterage, cargo work, vessel movement or sailing affected by weather, visibility, sea condition or safe access. The operational and service impact remains visible to the principal.
  • Equipment or Labour Hold Gang, barge, shore equipment or vessel equipment affects cargo progress. CPA records the reported cause, responsible operator, stoppage effect and revised completion outlook.
  • Document or Authority Hold Customs, Immigration, Port Health, terminal, cargo document or clearance action remains pending. The effect on vessel, crew, cargo or sailing is reported with the next local action.
  • Sailing Programme Revised Cargo completion, pilot, tug, draft, tide, outward status or next-port instruction changes the expected sailing. The revised sequence and any additional cost exposure are issued to the principal.

What the Principal Receives

Reports follow the call from first appointment through account close-out. Each update identifies the open item, the responsible party and the next action.

  • Appointment and PDA Position Confirmed scope, port route, cost assumptions, items awaiting confirmation, required advance, missing particulars and approval line.
  • Pre-Arrival and Arrival Status ETA, draft, cargo, berth or anchorage outlook, authority dependencies, service readiness, arrival time, inward status and immediate operating position.
  • Live Cargo Operation Report Cargo commencement, working position, stoppages, shifts, cargo balance, expected completion and the next vessel event.
  • Exception and Cost Report Current hold, responsible local party, vessel or cargo effect, cost exposure, approval required, next action and expected reporting time.
  • Sailing Report Cargo completion, outward status, pilot or tug position where applicable, sailing time, next port and any services remaining open after departure.
  • Final Call Close-Out Final SOF where instructed, call report, sailing evidence, available supporting records, approved local expenses, Final DA status and every remaining open item.

Statement of Facts Control

Event and Record Tracking

NOR, boarding, pilot, all-fast, cargo commencement, stoppages, resumption, completion, shifting, outward clearance and sailing events are followed against the record source available to the agency desk.

Conflict and Legal Position

Any conflict between vessel, terminal, stevedore, receiver or other call records is raised before the final SOF is treated as closed where possible. Charter-party interpretation, laytime calculation and legal acceptance remain with the responsible principal and appointed advisers.

PDA, Cost Approval and Final DA

Itemised PDA

PDA prepared against the nominated port, vessel particulars, expected stay, cargo operation, berth or anchorage basis and services included in the appointment. Known port, authority and third-party lines are shown separately where applicable. Assumptions, exclusions, estimated quantities and items awaiting confirmation are identified before remittance. The PDA remains an estimate and does not fix the final cost of the call.

Cost Approval

Pilot, tug, launch, transport, survey, stevedore, stores, spares, medical and other third-party costs remain under the appointment and approval line. Additional attendance or revised movement is reported before new cost is committed where operationally possible.

Final DA

Final DA separates port and authority charges, third-party services, agency charges, advances, credits, supporting vouchers and unresolved items. The account remains open while a voucher, final invoice, credit, recovery, dispute or principal approval is pending.

What Remains Open

What Keeps an Item Open

A vessel-call item remains open while awaiting berth or anchorage confirmation, pilot, tug, clearance, cargo readiness, lighterage, stevedore, surveyor, crew movement, stores, spares, repair, sailing service, supporting record, invoice, voucher or principal approval.

Update and Call Close

The latest update identifies the open item, responsible local party, vessel or cargo effect, next action, expected review time and cost approval still pending. The call closes after the agreed operational handover, sailing report, supporting records and account position are issued.
