Project Programme Is Not a Vessel Notice
Practical position. Matarbari remains under construction, with Phase 1 civil works targeted for completion in 2029. This is a project programme target, not a guaranteed commercial opening date or standing acceptance for vessel calls. CPA treats it as assignment-only: confirmed facility, project or vessel scope after the competent operator accepts the call and access route.
JICA project material describes planned commercial-port development, implementation arrangements and programme schedules. Those documents are useful for context but are not a current Notice to Mariners, berth window, tariff, pilot order or terminal acceptance.
A schedule from an earlier project document should not be repeated as a guaranteed opening date; confirm the current programme case by case. Current status must be taken from the executing agency or responsible facility at the time of the enquiry.
Keep Facility Operations Separate
A confirmed call to an existing project or power-related facility is a facility-specific instruction. It does not establish that the developing commercial port is generally open or that the same access, draft, service or documentation route applies to another vessel.
Planning Control for Principals
Record each statement as one of four categories: verified current instruction, project design, programme target or unconfirmed market report. Only verified current instructions should control a live vessel decision.
For a potential assignment, send the facility/operator, vessel, ETA, purpose, requested attendance and current acceptance contact.
