ISO Tank Return Condition and Cleaning Disputes, After Bangladesh Discharge
The return file is kept tank by tank. CPA separates the carrier’s empty-return instruction, depot nomination, return deadline, gate record, depot acceptance, condition allegation, cleaning order, survey evidence, tank-principal approval and disputed cost.
The carrier return instruction and depot nomination are logged with issue time, validity and affected tank number. Gate-out, arrival and depot acceptance or rejection are recorded separately. A missed or changed return point is reported before the deadline position is lost.
Evidence that closes arguments
A depot condition allegation is not treated as an independent finding. CPA records the depot report and photographs, then keeps any surveyor’s findings, tank-principal instruction and repair or cleaning quotation under their issuing parties.
Boundary
Cleaning, repair or testing is not committed for the tank principal without the required approval, except where an immediate safety instruction from the responsible party must be followed. The approval time, quoted basis and any additional attendance remain in the cost record.
The principal update identifies the return deadline, detention exposure, disputed charge, condition evidence received, missing record, approval owner and next action. CPA maintains the evidence register but does not decide contractual liability or certify tank condition.
Repair approval before work is non-negotiable if the principal wants cost control. Retrospective repair invoices are a recurring dispute pattern.
