ISO Tank Operations Through Bangladesh Customs Movement, Acceptance and Close-Out

CPA opens the Bangladesh file tank by tank. The desk keeps cargo and DG acceptance, manifest, Bill of Entry, Customs assessment, release, terminal or depot movement, empty return and re-export evidence on separate lines, then reports the exception against the affected tank number.

Current-fact control: Operational status, authority requirements, carrier acceptance, facility availability and local timing remain assignment-specific. Confirm the responsible party’s current status for the actual vessel, shipment, unit or facility before operational reliance.
Cargo and transport framework

DG and Non-DG Tank Files Start with Different Data

An ISO tank movement may carry dangerous goods or a non-dangerous product. The responsible cargo party supplies the product identity, Proper Shipping Name, UN number, class, packing group where applicable, SDS, previous-cargo information and emergency or handling data. CPA records whether the required data has been supplied; it does not classify the product.

For dangerous goods carried by sea, the current mandatory framework is the IMDG Code 2024 Edition incorporating Amendment 42-24, mandatory from 1 January 2026. Carrier, terminal, depot, facility and competent-authority acceptance remain product-, route- and document-specific.

Laden import

Laden Import Milestones in Bangladesh

The laden import position starts with manifest and arrival records, then moves through the appointed C&F Agent or Customs Broker’s Bill of Entry, Customs assessment, examination where ordered and Customs release. CPA follows the recorded position and reports holds, missing documents or movement restrictions against each tank.

Customs controls assessment, examination and release. The carrier controls Delivery Order status, and the terminal or depot controls physical handling records. CPA does not classify the cargo, lodge the declaration unless separately appointed, release the tank or overwrite a Customs, carrier or terminal status.

No universal inspection, permit or clearance sequence applies to every product. The file should show which responsible party owns the pending status.

Tank status

Owner-Supplied Tank Type, Plate and Inspection Position

The tank owner or operator supplies the tank number, tank instruction/type or code, plate and approval information, periodic examination/test status, previous cargo, permitted use, repair criteria, release/off-hire requirement and destination acceptance criteria.

CPA can identify a missing or apparently expired-looking status for owner/operator review, arrange an appointed survey or provider and report the outcome. It does not validate the tank design, inspection validity, cargo compatibility or technical suitability.

Empty return and repositioning

Empty Return, Import Basis and Re-Export Status

After discharge, confirm the nominated return point, depot/facility acceptance, empty-return deadline, gate/depot evidence, tank condition and inventory position. A tank imported on a particular Customs or commercial basis may require a case-specific re-export or other statutory status before repositioning; the importer/exporter and nominated C&F route follow that position.

For export or repositioning, follow owner instruction, destination acceptance where required, carrier booking/slot, depot release, terminal/gate status, actual sailing and receiving-agent notification. A planned sailing is not guaranteed; confirm the position case by case.

Provider and approval route

Cleaning, Gas-Free, Survey and Repair Records Have Different Owners

Cleaning facility: acceptance, method, work, residue/waste handling and its cleaning document. Testing/facility route: atmosphere testing and its own gas-free or test record. Surveyor: independent observations, photographs, findings and signed report. Repair provider: quotation, physical work and provider completion record. Tank owner/operator or principal: cleaning standard, next-cargo/receiver requirement, repair approval, release/off-hire and final acceptance. CPA: local enquiry, timing, quotation and approval follow-up, evidence collection, exception reporting and account item.

A provider-issued document does not automatically prove acceptance by the carrier, receiver, next loader, tank owner or destination. Record the responsible acceptance party and status separately.

Account and reporting

Tank-by-Tank Reporting and Close-Out

For each tank, report the current location, laden/empty position, responsible dependency, return/repositioning deadline and time basis, free-time or issuer-stated cost exposure, condition/damage, provider or survey status, approval required, movement evidence and next action.

Keep guarantee or security-deposit release as a status-only item; do not collect values in the public form. At account close-out, identify the account period, carrier/terminal/depot/provider charge basis, invoice/support status, remittance status, operational SOA, credit/debit or deposit-release position and open items.

Port scope: Chattogram is the normal route. Mongla remains case-specific to the actual carrier, depot/facility and return route. Matarbari is limited to a confirmed project/facility assignment. Payra is outside CPA’s operating route.

CPA requires the file reference, tank numbers, owner or operator, movement direction, present location, gateway, product and DG position, consignee and appointed C&F route, return or repositioning deadline, report recipients, time basis and approval contact. The desk return identifies the recorded stage for each tank, the controlling party, open exception, cost approval and next evidence due.
