Vessel Cargo-Tank Cleaning Attendance Provider, Vessel and Evidence Route

A practical principal-side guide to vessel cargo-tank cleaning attendance at Chattogram: access, provider readiness, enclosed-space controls, MARPOL record and waste routes, reporting and evidence.

Current-fact control: Operational status, authority requirements, carrier acceptance, facility availability and local timing remain assignment-specific. Confirm the responsible party’s current status for the actual vessel, shipment, unit or facility before operational reliance.

This Article Covers Vessel Cargo Tanks

This route concerns cleaning attendance for a vessel’s cargo tanks. ISO tank-container cleaning, empty return, provider-document follow-up and repositioning belong under ISO Tank Agent Services. Underwater hull cleaning belongs under the dedicated Underwater Inspection & Hull Cleaning route.

CPA coordinates the local provider, vessel access, quotation and approval line, attendance updates, available evidence and account close-out. The appointed contractor owns its method, equipment, personnel and physical work. The Master and responsible officers retain vessel-safety and stop-work authority. Workshop and contractor capacity are not guaranteed; confirm scope, timing and authority permissions before committing the vessel.

Chattogram route

From Vessel Position to Workable Attendance Window

Current position: berth, anchorage or another confirmed operating position. Access: full-agent/terminal/facility contact, launch or shore access, security and attendance window. Tank brief: previous cargo, current tank condition, required cleaning standard, intended next condition or next cargo and acceptance party. Provider status: provider identity, proposed method, risk/equipment and emergency-readiness status, quotation and provider-attendance position. Vessel status: responsible officer, simultaneous operations, isolation/ventilation position, entry and stop-work controls. Reporting: recipients, update frequency, exceptions, evidence and completion/open-item route.

Provider availability, access, waste-reception acceptance and timing are checked for the actual vessel and work scope; no fixed response or completion time is promised.

Pollution and records

MARPOL Annex I and Annex II Routes Are Not Interchangeable

Oil-tanker residues and operational tank-cleaning pollution fall under the applicable MARPOL Annex I route. Noxious liquid substances, cargo residues, prewash and tank-washing requirements fall under Annex II and the vessel’s cargo/certification position. The required onboard record may therefore involve the Oil Record Book Part II or Cargo Record Book, depending on the vessel and previous cargo.

Do not use one generic waste instruction for every tank. Record the residue or wash-water type, estimated quantity where supplied, reception-provider acceptance, transfer method, custody route and receipt/evidence requirement. The responsible reception provider and authority/facility route own acceptance and disposal decisions.

Enclosed-space safety

Atmosphere-Test Records Do Not Replace Safe-Entry Authorisation

Tank entry remains a vessel-controlled enclosed-space operation. The responsible vessel and contractor route should address risk assessment, entry permit, ventilation, atmosphere testing, communication, attendant and rescue arrangements, suitable equipment and repeated or continuous monitoring as required by the work and vessel procedures.

A provider’s atmosphere-test or “gas-free” record is one input. It does not replace the Master/OOW or responsible vessel officer’s safe-entry decision, permit or stop-work authority. Any changed atmosphere, ventilation, simultaneous operation, weather/access or vessel movement should trigger a stop/review and a revised attendance window.

Instruction and approval

Define the Required Result and Acceptance Party

CPA opens the attendance file with the previous cargo, tanks or areas, required condition, next cargo or intended use, named acceptance party, survey requirement, provider status, preferred window, report recipients and approval contact. The desk return identifies missing prerequisites, provider position, available attendance window and the evidence expected at close-out.

CPA returns the provider quotation or cost basis, missing prerequisites, approval needed and proposed local sequence. Any material extra attendance, waste quantity, repeat testing, launch/transport, changed method or changed window is referred to the authorised approver before commitment where operational timing permits.

Evidence and close-out

Classify Evidence by Its Issuing Party

The provider issues the method statement, attendance log, work record, photographs and provider completion document. The vessel controls permits, responsible-officer acknowledgements, onboard entries, safe-entry decisions and stop-work authority. The reception provider issues transfer or custody records and receipts where available.

An independently appointed surveyor issues any condition or cleanliness finding. CPA keeps the quotation and approval log, progress and exception reports, evidence register, approved-cost reconciliation and open-item list. CPA reports each record under its issuing party and does not convert contractor documents into an independent finding.

Use Marine Surveys when an independent finding or signed survey report is required. CPA does not convert contractor records into independent survey findings.

Send a Vessel Cargo-Tank Attendance Brief

CPA requires the vessel and IMO number, present position, previous cargo, tanks or areas, required result, named acceptance party, attendance window, provider status, survey requirement, report recipients and approval contact. The desk return states the provider position, access dependency, residue or reception issue, open approval and next report time.
