Bangladesh Port-Call Cost Split: Owner vs Charterer on the Same File

Fixture language decides the split. Local practice decides which line items appear. Confusing the two is how unexpected costs reach the wrong party.

Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.

Charter parties allocate port charges in principle. Bangladesh calls still generate line items that only make sense when you know whether the vessel worked at berth, outer anchorage, or both, and who ordered each attendance. Confirm operational particulars against the latest CPA or relevant authority position for the vessel and date.

Typical owner-side lines

Agency attendance when the owner is the appointing principal; Crew change, spare delivery and protective attendance ordered by the owner; Class, flag or technical attendance the owner instructed; Owner-ordered surveys and damage evidence routes.

Typical charterer-side lines

Cargo-related lighterage and under-hook arrangements the charterer directed; Receiver-driven waiting and shift patterns where the fixture puts that risk on charterers; Charterer-ordered tally, draft survey or cargo quality attendance; Certain local cargo charges when the commercial party is the charterer.

Shared or fixture-dependent lines

Pilotage, tugs, port dues and berth hire often follow the fixture's port-charge clause. Shifting can sit on either side depending on whether the shift was operationally required by the terminal plan or ordered for a party's convenience. Night navigation and overtime premiums should be read against the same clause, not assumed from a previous call.

Lighterage is frequently under-specified in voyage estimates. For many bulk cargoes at Chattogram, lighterage is a realistic working method, the cost basis should say whether it is included, excluded, or subject to separate approval.

How to keep the file clean

State appointing principal and paymaster clearly at nomination. Separate owner-only husbandry from cargo-working cost indications. Require written approval before third-party cost. Close with a Final DA that maps each material variance to an instruction.

CPA acts as appointed local agent under the principal's written authority. CPA does not replace the fixture interpretation of owners' counsel or the commercial decision of the charterer.

When owner and charterer both appoint parties ashore, reporting addressees must be unambiguous. A single SOF cannot mean three different commercial stories. State who receives operational updates, who receives accounts, and who may approve extra cost.

Lighterage, shifting and survey attendance are the lines that most often migrate across the owner/charterer boundary after the fixture is fixed. Capture the assumption in the pre-arrival basis while the vessel is still outward bound.

Building a Voyage Estimate for Bangladesh?

Send the relevant charterparty or MOA, notices, SOF, invoices, claim correspondence, vessel schedule and P&I or insurer contact. CPA can preserve records and coordinate local attendance; legal advice, security and court action remain with appointed counsel and insurers.
