The agent’s file must show who appointed CPA, who issued each instruction, who approved the PDA or additional cost, when NOR was tendered, who received the SOF and what local event caused delay. CPA records the port call. CPA does not decide off-hire, laytime, demurrage or charter-party liability.

Time charter pressure points
Waiting time, deviation, shifting, husbandry and cargo instructions are logged against the issuing party and approval time. The desk reports vessel condition, port restriction and operational event separately so the parties can apply the charter party without the local record being recast later.
Practical habit
Align agency appointment and reporting addressees with the party who holds commercial control of the call. Keep SOF factual. Interpret clauses with counsel, not by rewriting them in agent emails.
The appointment and SOF distribution are confirmed at file opening. CPA sends the same factual local record to the authorized recipients and identifies any instruction conflict. The agent does not create an owner or charterer version of events.
NOR tender at outer anchorage is recorded with time, position, communication route and the vessel or port condition then reported. Tide-gated pilotage, berth readiness and cargo readiness remain separate facts. NOR validity is left to the parties and advisers.
