Tropical Cyclone Signal and Outer Anchorage: When Launch and Barge Stop

Bay of Bengal cyclone seasons are predictable in calendar, not in track. Outer anchorage decisions need a pre-agreed authority path before the signal escalates.

Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.

Vessels waiting at outer anchorage off Chattogram are exposed to Bay of Bengal weather systems. The operational question is not whether a cyclone can form in season, it is who decides, on what information, when the vessel weighs and where it proceeds. Confirm current Chattogram Port Authority notices, signal status and operational limits for the vessel and date.

Pre-agree before the signal rises

Who holds authority to order departure from anchorage; How NOR and laytime status will be recorded during interruption; Communication path between Master, agent, owner and charterer; Bunkers, draft and readiness constraints for open-water steaming.

What the local agent coordinates

The appointed agent relays official signals, port and harbour instructions, and practical status from the anchorage. The Master remains responsible for the safety of the ship. The agent does not replace bridge decision-making or guarantee a berth on return.

File discipline during interruption

Keep a clean timeline: signal state, instruction received, anchor aweigh time, and resume of port-call status when conditions allow. That timeline supports later commercial discussion better than retrospective narrative.

Confirm current CPA harbour and meteorological notices for the event dates. Seasonal guidance is not a substitute for the notice in force while the vessel is at anchor.

Fuel, engine readiness and draft for open water should be checked while the signal is still low. Waiting until the harbour instruction is absolute compresses decisions into a narrower, more expensive window.

On return after storm avoidance, re-enter the port-call file cleanly: new ETA, updated berth prospect, and clear status of NOR/laytime recording per principal instruction.
