Cargo & Vessel Survey Planning at Chittagong Port

Set the evidence scope, surveyor requirement, vessel position and report deadline before attendance.

Current-fact control: Surveyor availability, vessel position, berth or anchorage access, weather, terminal instructions and report-recipient requirements can change. Confirm the actual appointment before operational reliance.
Matarbari scope control: Any attendance requires a confirmed project, facility or vessel assignment and current operator or facility acceptance.

A marine-survey instruction should identify what must be measured, counted or observed, who will rely on the report and when the attendance must fit the vessel’s programme. CPA arranges the local route and reporting line; the appointed surveyor or tally provider owns the method, findings, limitations and signed report. Preserve evidence early; notice periods and survey practice depend on the fixture and local procedure for that incident.

Choose the survey by the required evidence

Draft, bunker quantity, delivery/redelivery condition, damage, cargo quantity, container condition and import tally are different instructions. State the operation stage, readings or count basis, witness parties, photographs, preliminary-finding route and final report deadline before the surveyor boards.

Cargo tally has a defined execution boundary

The tally provider records the instructed count, seal position, visible shortage, excess or damage and the required transfer sequence. The terminal or depot performs physical unstuffing, the transporter moves the cargo, the nominated C&F agent follows the applicable Customs route and the receiver accepts or disputes delivery.

Underwater inspection and cleaning use a separate technical route

An inspection brief does not authorise physical hull cleaning. The dedicated Underwater Inspection & Hull Cleaning route checks the written work order, provider, method, water visibility, vessel-safety controls, facility or permission route and before/after evidence.

Port position controls the plan

Chittagong berth and outer-anchorage attendance follow the live working sequence and access route. Mongla attendance must be planned against the current river, jetty, mooring or anchorage position and surveyor travel. Matarbari remains limited to a confirmed project, facility or vessel assignment.

Qualification depends on the report use

A commercial survey, class attendance, flag inspection, laboratory result and insurer-directed damage report are not interchangeable. The appointing principal, class body, insurer or report recipient should confirm the required qualification and acceptance before attendance. Bangladesh’s Department of Shipping publishes the current recognised-organisation route for classification societies.
