Ballast, Garbage and Sludge Reception in Bangladesh: What Actually Exists
Waste handling is provider- and permission-dependent. A general request for “garbage disposal” or “sludge landing” is not enough to confirm the service, especially at outer anchorage.
Waste landing at Bangladesh ports and anchorages depends on the waste stream, quantity, packaging or transfer method, vessel position, provider availability, access and weather. The first practical step is to identify exactly what is onboard and what evidence the principal needs after landing. CPA can check the local provider and attendance route for the actual call, but the receiving contractor controls physical collection and issues its own service record.
What principals should specify
Send the waste type, estimated quantity, storage or transfer arrangement, photographs where useful, required receipt format, vessel position and preferred timing. State whether the vessel will be at berth or anchorage and whether cargo work, crew movement, bunkering or another service may restrict access. If the material is sludge, bilge, tank residue, chemicals, medical waste or another controlled stream, identify it correctly rather than placing it under ordinary garbage.
Control points
The file should contain a written provider quotation, the principal’s approval and the agreed attendance window before mobilisation. At anchorage, launch or barge access and sea conditions may control whether the service can proceed. If access becomes unsafe, the attendance must stop or be rescheduled. Underwater cleaning, tank cleaning, de-slopping and ordinary garbage landing are separate scopes and should not be combined under one vague instruction.
CPA can obtain the available quotation, coordinate access, follow the attendance and return the provider’s receipt or completion record. CPA does not operate a reception facility, transport or process the waste, or issue an environmental certificate on behalf of the receiving contractor.
Anchorage collection normally carries more access and weather exposure than a berth-side service. Give the expected position and timing in the enquiry so the provider can price the correct craft, labour and transfer arrangement instead of quoting for an assumed berth attendance.
Keep the provider’s receipt, attendance record, photographs where obtained, approved quotation and invoice in the same husbandry close-out file. When the receipt or quantity record is missing, the principal cannot easily reconcile the service against the Final DA.
Building a Voyage Estimate for Bangladesh?
Send the vessel name and IMO number, port or anchorage position, waste stream, estimated quantity, transfer arrangement, preferred timing and required receipt. CPA can check the available local route, obtain a provider quotation and coordinate the approved attendance. Final acceptance remains subject to the provider, port or facility position and safe access for the actual call.
