Pollution and Spill First Response at Chattogram and Mongla, The First Six Hours
Spill response is a notification and evidence problem before it is a cleanup argument. The first hours decide whether the file is coherent.
Whether the source is bunkering, cargo, bilge or a third-party contact, the local priority is lawful notification, factual recording and mobilisation of the parties who actually hold response roles. The port agent coordinates under appointment; specialised response remains with approved providers and authorities. Facility acceptance, product and environmental constraints should be confirmed for the actual call.
First-hour checklist
Safety of crew and vessel; Stop the source if safely possible; Notify Master’s principal and P&I path immediately; Notify the appointed agent so harbour and authority interfaces can be opened; Photograph and log times, positions and observed extent without speculation; Preserve samples only under competent instruction.
After the emergency phase
Expect authority inspections, provider reports and possible survey chains. Keep one chronological file: notifications, approvals, attendance logs and invoices. Confirm current harbour and national requirements for the location, Chattogram and Mongla are not interchangeable operational environments.
Separate safety actions from commercial narrative. Early emails that argue fault before notifications are complete rarely help the P&I file.
Provider mobilisation and authority interfaces differ between Chattogram and Mongla. Do not assume one port’s response sequence maps unchanged onto the other.

Send the relevant charterparty or MOA, notices, SOF, invoices, claim correspondence, vessel schedule and P&I or insurer contact. CPA can preserve records and coordinate local attendance; legal advice, security and court action remain with appointed counsel and insurers.
