How Technicians and Riding Crews Are Arranged in Bangladesh

From a purifier repair before sailing to a full riding crew during cargo operations, how technician and riding crew logistics work at Bangladesh ports.

Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.

It starts as an ordinary operational email. Please arrange riding electrician. A few hours later: Request maker's technician for purifier repair. Or sometimes more urgently: Need riding fitter before vessel sails. For an actual case, nationality, passport and seaman’s-book status, airline routing, Immigration or Shipping Office requirements, vessel position, weather and safe launch access may change the document route and timing. Riding-crew and technician attendance require advance clearance; confirm immigration and security steps before arrival.

For ship managers, these requests are routine. For the local agent, every technician attendance involves planning, documentation and timing, considerably more coordination than first-time callers typically expect.

Riding Crews vs Technicians, What the Terms Mean

The terms are often used interchangeably, but they refer to different types of personnel. Riding crews are typically workers engaged for chipping and painting, tank cleaning, accommodation maintenance, general repairs or cargo hold preparation. They work for the vessel's account during the port stay. Technicians are specialists, attending for machinery repairs, navigation equipment, electrical and automation systems, safety equipment or manufacturer service inspections. Both categories are commonly required by vessels calling Bangladesh.

Can Technicians Board at Anchorage?

Anchorage attendance may be possible after the vessel position, launch route, weather, port/facility access, visitor documents, tools/equipment, safe boarding condition and Master’s acceptance are checked. It should not be promised before the actual window and responsible interfaces are confirmed.

Information Required, Start Here

The local agent generally needs the technician's full name, nationality, passport copy, purpose of attendance, boarding location, expected duration onboard, and flight details if the technician is travelling from abroad. Incomplete information is the most common cause of avoidable delays. Providing all details at the time of the initial request, rather than in stages, gives the agent the maximum lead time to arrange documentation and logistics.

International Technicians, The Additional Coordination Layer

International service engineers frequently visit vessels in Bangladesh. Depending on the situation, the local agent may need to arrange airport reception, hotel accommodation, transportation to the port, immigration coordination and launch arrangements, all timed around the vessel's operational schedule. If the vessel's ETA changes, the technician's itinerary may need adjustment. Close communication between the manager, the technician's company and the local agent is essential.

Launch Arrangements and Weather

For anchorage boarding, the launch schedule is one of the most critical operational elements. It depends on weather conditions, vessel location, port traffic and tidal timing. During the monsoon season, adverse sea conditions can delay or temporarily suspend launch operations to anchorage. Experienced agents avoid guaranteeing exact boarding times during difficult weather, which is why early notification allows for contingency planning rather than last-minute improvisation.

Emergency Technical Attendance and PSC Deficiencies

Occasionally a vessel receives a PSC deficiency that must be rectified before sailing, or suffers a defect affecting seaworthiness. In these cases, technical attendance becomes urgent. The agent may need to mobilise a local technician or coordinate an arriving international engineer within hours. Rapid coordination is possible, but it works best when the agent is informed immediately rather than after other options have been exhausted.

Riding Crews During Cargo Operations

Technical or riding-crew attendance during cargo operations requires a separate risk and access check. The Master, terminal/facility, stevedore/cargo interface and appointed provider must agree that the work does not conflict with cargo, hatch, crane, barge, launch or safety operations. If conditions change, attendance may be delayed or suspended.
