Immigration Overtime, Shore Pass and Gangway Control, Practical Limits
Crew movement fails more often on document timing and gate control than on flight schedules alone.
Crew change and shore access depend on Immigration clearance, vessel status and local control at the gate or launch point. Overtime windows and document defects create delays that look like 'agent problems' but are usually file problems. Immigration, manning and welfare steps are case-specific; confirm current local practice for the crew and ETA.
What to prepare early
Accurate crew lists and document validity; Clear joiners/off-signers split; Flight timings aligned to realistic clearance windows; Hotel and transport only after movement is feasible.
Boundary
CPA’s Crew Change desk coordinates the local sequence under appointment. Immigration decisions remain with the authority. Do not send passport scans or medical records through public web forms, use the secure route the duty desk confirms after the first brief.
Joiners and off-signers should be listed as separate movement problems when flights, hotels or document validity differ. One mixed spreadsheet hides the critical path.
Shore pass practice is not an open tourist permit. Treat gangway control and launch movements as part of the same security file as ISPS access.
