Crew Change Agent at Chattogram: What to Ask Before You Appoint
Airlines, Immigration and the launch decide the timing. The questions that show whether an agent has the case under control before the vessel arrives.
A crew change at Chattogram (Chittagong) depends on people who are not the agent: the airline, Immigration, the Shipping Office, Port Health, the launch operator and the manning company. An agent does not decide any of these. What an agent controls is how early the case is checked, how clearly each party is told what is needed, and how honestly the plan is reported when something moves. Those are the points worth testing before you appoint one.
Ask what the agent decides and what it only submits
The agent prepares and submits papers; the authority decides entry, landing and release. A reply that promises an outcome before the nationality, routing and vessel position are known is a warning sign. A useful reply says which steps are the agent's, which belong to an authority and which to the vessel or manning company.
Ask what the first message must contain
A prepared desk can list what it needs: the vessel name and IMO number, the position and ETA, the names, ranks and nationalities of the sign-on and sign-off crew, passport and seaman's book details, the proposed flights, the manning company contact and the approval line. If the agent asks for these at once, the case is being planned. If it asks one item at a time over several days, time is being lost. The guide to crew change documents shows the working set.
Ask how timing is reported
Crew change timing depends on flights, Immigration attendance, weather and safe launch access, and it changes with the vessel's position. Ask how the agent will report a slip: who is told, how quickly and with which new plan. A plan that is reported only when it fails costs a day for every party. The guide to crew change timing explains why the sequence moves.
Ask how cost is shown
Ask for the cost in lines (airport transfer, hotel, Immigration attendance, launch or boat, agency fee) and which lines are estimated and which fixed. A planning range is not a quotation, and the final account should match the approved lines. See the guide to crew change costs for the structure.
Ask about the vessel's position and the other agent
Where another company holds the port call, crew change can be instructed on its own line, so say who gives the instruction and who approves cost. Where the vessel lies at anchorage, the launch and safe access decide the timing, not the airport. Both points should be confirmed in writing before the vessel arrives.
Boundary
CPA coordinates crew movement under appointment. Entry decisions, medical judgement, flight availability and the manning company's obligations remain with the authority, airline, doctor or company responsible for them.
