Cash to Master in Chattogram and Mongla Ports
How CTM delivery actually works in Bangladesh, from banking arrangements to anchorage transfer and signed receipt.
Despite the shift to electronic banking, there are still many occasions when a vessel requires physical cash onboard. Crew allotments, port-related miscellaneous payments, emergency purchases, the reasons vary, but the request from ship managers is always the same: Please arrange Cash to Master delivery upon arrival. Mongla planning remains vessel-specific: use the latest MPA movement order, berth schedule, pilot advice and tide window rather than a historic single draft or transit figure.
the process can appear straightforward. In practice, Cash to Master (CTM) operations involve security procedures, banking arrangements, documentation requirements and timing coordination that make them considerably more involved than simply carrying currency to a vessel.
What Cash to Master Actually Involves
CTM refers to physical cash delivered to the vessel on behalf of the shipowner or manager, to remain under the Master's responsibility. The funds are typically used for crew wage allotments, minor purchases, emergency requirements or miscellaneous operational expenses.
CTM may be coordinated for an accepted Chattogram or Mongla instruction and, where a confirmed facility-specific assignment permits it, within the current Matarbari scope. Alongside or anchorage delivery depends on vessel position, launch availability, banking/compliance checks, authorised recipient, safe access and written cost approval.
The First Step Is Always Early Notification
The most common mistake is leaving a CTM request until the day before arrival. Banking arrangements take time. Depending on the amount, currency, banking schedules and whether there are public holidays, the cash preparation process may require coordination that cannot be compressed into a few hours.
Agents generally need the required amount, currency, vessel name, ETA, delivery location and the owner or manager's authorisation well in advance, ideally several days before arrival. For example, a late message requesting a large CTM amount on the day before arrival may still be workable, but it leaves little room for bank-value date, currency availability, compliance checks or secure delivery planning.
Anchorage Delivery Is Common in Bangladesh
Anchorage delivery is case-specific, not automatic. The launch route, vessel position, weather, traffic, safe boarding condition and delivery window must be confirmed before cash is moved. Alongside delivery is usually simpler, but the same funding, recipient-control and receipt requirements remain.
Alongside delivery is logistically simpler, but security and documentation requirements remain equally important regardless of location.
Security Procedures and Documentation
Because physical cash is involved, CTM is not treated as an ordinary husbandry service. Delivery timing is carefully planned, personnel movements are coordinated, and proper handover documentation is maintained throughout. Once delivery is made, the Master verifies the amount and signs the necessary receipt, this record protects all parties and forms part of the agent's disbursement account reconciliation.
Weather and Schedule Changes
During adverse weather, particularly the monsoon season, launch movements to anchorage may be delayed. Heavy rain or rough sea conditions can affect boarding arrangements. For this reason, exact CTM delivery times at anchorage during difficult weather cannot be guaranteed and must be confirmed case by case, which is another reason early notification and schedule flexibility matter.
If the vessel receives an earlier berth, shifts anchorage, or catches an earlier sailing tide, CTM arrangements may need to be adjusted at short notice. Continuous communication between the vessel and local agent is essential throughout the process.
What Ship Managers Should Know
The three questions managers typically focus on, can the amount be arranged, when will delivery take place, and has the Master acknowledged receipt, all depend on how much lead time the agent has been given. The local agent coordinates banking, security planning, transportation and documentation simultaneously. More notice means more flexibility, fewer complications and a cleaner audit trail.
Need a Cash-to-Master Arrangement Checked?
Send amount and currency, vessel and position, authorised recipient, required window, funding route, payer approval and receipt/reporting recipients. Do not send bank or identity documents through the public form.
