Appointing a Port Agent in Bangladesh: What the Desk Needs Before Acceptance

What to settle before nomination: appointment authority, payer, reporting line, PDA basis, vessel particulars and any connected service scope.

Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.
Matarbari scope control: CPA has no standing Matarbari operating desk. Commercial-port plans and design figures are not current open-port availability. Any attendance requires a confirmed facility, project or vessel assignment and current operator/facility acceptance.

The appointment starts before the vessel reaches Bangladesh waters. If the represented interest, payer, authority limit, reporting line or prefunding position is still unclear close to arrival, the local desk cannot safely commit suppliers, launches, attendance or non-routine work. The nomination should state who CPA represents, who will fund the call, who may approve additional cost, who receives operational reports, and whether any survey, husbandry or specialist attendance is included. The accepted scope remains the scope agreed for that vessel.

CPA handles appointments at Chattogram and Mongla, and supports Matarbari only against a confirmed facility or project assignment. The three locations are not interchangeable. The vessel, cargo, receiver, intended berth or facility, draft and service requirement must be checked against the actual call before CPA accepts the operating scope.

The useful question is straightforward: what must be ready locally for this vessel, who controls each part, and what does the principal need to decide before the desk can act?

Before nomination, an agent may provide port information, a PDA, a quotation or a tender response. None of those documents authorises statutory filing, supplier reservation, launch booking or attendance. The working gate is the written nomination together with the represented interest, payer, authority level, prefunding position and named operational contacts.

Why the Choice of Port Agent Matters More Here Than Almost Anywhere Else

A Bangladesh appointment brings several local interfaces into the same call. Port, terminal or facility planning, cargo-side readiness, Customs and Immigration communication, husbandry attendance, supplier access and the disbursement account may all move on different timelines. The agent’s job is to keep those lines connected and report the point that is holding the vessel or service.

At Chattogram, the Port Authority controls berth and movement decisions. The practical prospect depends on the intended terminal or working position, cargo programme, vessel particulars, fresh-water draft, gear, receiver readiness and current traffic. The agent submits and updates the required particulars and reports the latest available prospect, but should not present an estimate as a confirmed berth slot.

At Mongla, start with the vessel-specific river, berth or anchorage plan. Arrival and sailing draft, LOA, intended working position, tide and the current Mongla Port Authority instruction need to be checked for the expected window. A historic draft figure or an earlier vessel’s movement is not enough for a new nomination.

At Matarbari, the first requirement is a named facility or project assignment. The power-plant and coal-handling operation is active, while a broader commercial-port description should not be used as automatic evidence that an unrelated vessel or service can be accepted. Facility nomination, operator permission, access and shore-side service availability need confirmation before CPA commits the local scope.

Owner's Protective Agency, When You're Not the One Appointing the Nomination Agent

If the charter party allows the charterer to nominate the port agent, the resulting appointment, authority and payment route still need to be clear. The nominated agent acts under that appointment and is not automatically the owner’s independent protective representative. Where the contract and local arrangement allow it, the owner may appoint a separate OPA for a defined reporting, evidence or account-review role.

Where owner and charterer interests may diverge, a separate OPA can maintain an independent factual line for vessel position, NOR and SOF records received, follow-up with the nominated agent, delay exceptions and open account items. The value comes from a defined instruction, timely reporting and preserved evidence. It does not create an implied survey, cargo-supervision or legal role.

If the OPA instruction includes physical attendance, the representative can observe the agreed events, retain available SOF-related records and report exceptions such as equipment stoppage, authority attendance or access delay. Continuous jetty attendance, tally, survey work and legal conclusions remain separate scope items and should not be assumed from a basic OPA nomination.

What to Verify Before You Appoint Anyone

The appointment review should focus on whether the agent can handle the actual call, maintain the required reporting line and control local commitments within the principal’s authority.

Port and terminal follow-up. Confirm who monitors the vessel outside normal office hours, how movement or berth updates are obtained, and who will issue the principal’s operational report when the programme changes. The test is not a promise of influence. It is whether the desk can obtain, distinguish and report the latest available position promptly.

Customs and C&F coordination. Cargo clearance normally involves the importer or consignee and its appointed C&F agent. The port agent should know who holds that part of the file and how a cargo-side issue affects vessel operations. If Customs raises a classification or document query, the practical requirement is a clear update from the responsible C&F line, the missing or corrected paper, and the expected effect on receiver readiness or cargo work.

Security and access. Send the vessel and visitor or service information early enough for the expected port, terminal or facility route to be checked. The responsible security organisation controls access. The agent can submit or relay the required particulars, follow up the position and advise if a boarding, launch or gate arrangement needs separate approval.

Crew medical response. Confirm that the agent has a working route for transport, shore access, hospital communication, Immigration requirements and company reporting. The suitable facility depends on the crew member’s condition, vessel position and medical advice. At Mongla, transfer distance and local transport can make the attendance more time-sensitive, so the Master and company should provide the medical information and urgency clearly.

Dangerous goods. If the vessel carries DG cargo, identify the class, UN number, quantity, stowage and intended terminal or facility at the nomination stage. Acceptance and handling remain subject to the responsible port, terminal, carrier and cargo parties. The agent should confirm the local document and communication route without presenting preliminary checking as final acceptance.

Draft, Berth, and the Anchorage Reality

At Chattogram, the outer-anchorage position can change quickly with arrivals, cargo programmes, lighterage readiness, berth occupation, equipment, labour, receiver readiness and weather. Use the current vessel information and a cargo-specific berth or lighterage prospect for the voyage estimate rather than a standing waiting-time figure.

Send the ETA and vessel particulars within the current authority and terminal schedule, then update material changes promptly. Accurate information prevents avoidable filing or berth-matching delay, but it does not create priority outside the Port Authority’s operating rules.

At Mongla, lower traffic does not remove the river and draft dependency. A vessel arriving without a workable draft and movement plan may wait for the next suitable condition or instruction. Check the intended berth or anchorage, draft, dimensions and cargo operation before relying on a general comparison with Chattogram.

At Matarbari, the active power-plant and coal-handling facilities operate against their own approved vessel and cargo programme. Future or proposed commercial capacity should not be treated as available for the present call. The intended facility and responsible operator must confirm the assignment and access route.

The Document Checklist Nobody Tells You About Until It's Too Late

The document file should be built for the actual vessel, cargo, port and service scope. A generic certificate list is useful as a starting point, but it does not show which submissions are due for this call, which party must provide them, or which discrepancy is likely to delay the vessel or attendance.

Send the last-port clearance, Maritime Declaration of Health and the applicable sanitation, crew and statutory records within the current pre-arrival schedule. Any crew-list mismatch, missing passport or seaman’s-book copy, or unclear sign-on, sign-off or travel status should be identified before arrival rather than first appearing when Immigration or the service provider is ready to act.

Pre-arrival communication may involve the Port Authority, terminal or facility, Customs, Immigration, Port Health and the shipping-administration line, depending on the vessel and cargo. The agent should show each relevant item as due, received, submitted, queried or cleared for the next stage rather than hiding the file behind one generic “documents submitted” update.

The agent should run the checklist against the current call requirements, show what has been received and what remains outstanding, and escalate discrepancies before arrival. Lead time varies by document, cargo, facility, crew movement and vessel status, so the correct answer is a dated call-specific checklist rather than a permanent deadline quoted for every ship.

One Last Thing

Bangladesh is an operationally layered port rotation. Chattogram handles container, bulk, breakbulk and tanker traffic through different terminals, anchorages and cargo-side arrangements. For the principal, the useful question is not the port’s headline throughput. It is the current berth or working position, vessel restriction, equipment, receiver and inland-delivery position for the intended call.

Principals who retain complete call files and agree the reporting and approval lines before arrival make later calls easier to prepare. The advantage comes from accurate records, timely submission, familiar service requirements and clear authority, not from any informal promise of preferential treatment.

A workable appointment is therefore less about the nomination email itself and more about whether the desk has the information, authority and funding needed to act when the vessel or service reaches the decision point.

Need a Port Agent You Can Verify Before Nomination?

Send the vessel name and IMO number, intended port or confirmed facility, ETA, cargo, represented interest, appointment role, payer, current nominated agent if any, PDA or quotation requirement, reporting recipients and any connected specialist work. CPA can then confirm the accepted agency scope, prefunding requirement, immediate information gaps and next local action.
