What's Actually on a Mongla Port Bill, and Where It Differs from Chattogram
Landing charges, demurrage, pilotage and container handling fees, set by MPA's own tariff schedule.
Port charges at Mongla follow the same broad categories as Chattogram, but the actual tariff schedule is its own document, set by the Mongla Port Authority and approved separately by the Ministry of Finance and Ministry of Shipping. If you're used to Chattogram's PDA structure and assume Mongla's will be a straight copy with different numbers, it's worth checking the MPA schedule directly rather than guessing. Mongla planning remains vessel-specific: use the latest MPA movement order, berth schedule, pilot advice and tide window rather than a historic single draft or transit figure. Confirm Mongla charges against the current MPA schedule for the call dates.
The charge categories that apply
Five categories cover most of what shows up on a vessel's port bill at Mongla: landing charge, port handling charge for cargo operations, port demurrage charge (triggered when cargo isn't cleared within the allowed free period), river dues and anchorage charge, and pilotage charge for the compulsory pilotage service between anchorage and berth. Container-specific tariffs cover the movement of FCL and empty boxes between jetty and storage points, with separate handling for LCL cargo moved between the jetty and the unstuffing point, and a clear distinction in the schedule between standard movement and extra services like restacking, which get billed separately.
Why the schedule changes periodically
MPA's tariff schedule isn't a fixed document, it gets updated through formal notification, with changes approved jointly by the Ministry of Finance and Ministry of Shipping before taking effect, typically with a short grace period (recent revisions have specified seven days from notification before new rates apply). Given how much cargo volume has grown at Mongla over the past two fiscal years, a rate review wouldn't be surprising, so any PDA estimate built on an older schedule is worth double-checking against the current notification before you commit numbers to a charter party or quote.
What tends to catch people out
Demurrage is the one that bites hardest if cargo planning isn't tight, it kicks in once the free period for clearance has passed, and at a port handling record volumes with the same jetty infrastructure as a few years ago, the practical risk of clearance running past that window is real enough to plan around rather than dismiss. The container movement tariff's distinction between standard handling and extra moves (stacking, restacking, container length brackets above 21 feet) is the other area where a quote can come in lower than the actual bill if those line items weren't accounted for up front.
The honest comparison with Chattogram
Neither port publishes a simple side-by-side rate card, and the fairest comparison isn't really tariff line for tariff line, it's total landed cost, which for southwest-bound cargo usually favours Mongla once you factor in the inland trucking saved versus a Chattogram discharge. For cargo headed to Dhaka or further north, that calculation can flip the other way. We run the comparison case by case rather than quoting a blanket answer, because the inland leg usually matters more than the difference in port tariff itself.
