Labour, Holidays and Ramadan: How Working Time Affects Bangladesh Port Calls

Production is not only berth availability. Festival periods, Friday patterns and Ramadan hours change when gangs, offices and supporting services actually move.

Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.

Voyage plans that assume continuous Western-style port production will mis-read Chattogram and Mongla. Local working patterns, prayer-time effects during Ramadan, and national holidays influence cargo rates, office responses and supporting services even when the vessel is alongside. Working-time and holiday effects vary by terminal and season; confirm the current labour calendar for the call window.

What changes in practice

Cargo gang availability and shift length; Receiver and C&F responsiveness for documents; Surveyor and chandler attendance windows; Banking and remittance timing for funding the call; Immigration and certain authority counters on holiday eves.

Planning habits that help

Build schedule margin around major festival periods rather than arguing force majeure after the fact. Ask for current working-hour expectations in the pre-arrival brief for the specific terminal and cargo type. Do not treat a previous call’s production rate as a fixed norm.

Ramadan does not mean the port is closed. It does mean principals should expect adjusted rhythms and should not assume night work is automatically available without checking the live plan.

Documentation still closes on evidence

SOF should record actual stoppages and working windows factually. Commercial parties can interpret charter-party exceptions later; the local file should not invent legal labels in place of times and causes.

Authority notices and terminal instructions in force for the dates of the call remain the primary reference. Confirm them rather than relying on a prior year’s calendar assumption.

Supporting services, surveyors, chandlers, transport, banks, do not always move on the same clock as cargo gangs. A vessel can be alongside and still lose a day because documents or attendance windows closed early.

Build margin into ETA/ETB plans around major festival clusters rather than treating delay as a surprise force-majeure narrative after the fact.

Building a Voyage Estimate for Bangladesh?

Send the relevant charterparty or MOA, notices, SOF, invoices, claim correspondence, vessel schedule and P&I or insurer contact. CPA can preserve records and coordinate local attendance; legal advice, security and court action remain with appointed counsel and insurers.
