Hong Kong Convention and Ship Recycling The Bangladesh Delivery File
The Hong Kong Convention has been in force since 26 June 2025. For a Bangladesh recycling delivery, CPA keeps the vessel’s IHM, survey, certificate, facility, Ship Recycling Plan and delivery positions on separate status lines and reports outstanding evidence to the appointing principal.
What the Convention Changes for a Recycling-Bound Vessel
A recycling-bound vessel now carries a live Convention file, not a single compliance statement. CPA records the IHM position, final-survey status, International Ready for Recycling Certificate where applicable, named recycling facility, Ship Recycling Plan status and any open flag or recycling-State requirement. Each item is reported against the party that issues or accepts it.
The Convention does not turn the local agent into the certifying party. The owner or seller maintains the vessel file, the appointed IHM specialist supports preparation where instructed, the flag or recognised organisation owns statutory verification and certification, and the recycling facility owns its facility-side work. Convention and yard requirements change; confirm the current regulatory and yard position for the vessel.
- Vessel status: IHM, flag/RO, class, final survey, crew, ROB and delivery-window position.
- Facility status: nominated facility, current licensing/authorisation position, facility plan and receiving status.
- Authority status: Ship Recycling Plan review/approval and other competent-authority requirements.
Vessel Preparation Before the Bangladesh Delivery Window
Open the file before the final delivery window becomes narrow. Early instruction allows the principal, seller, buyer, existing full agent, facility and technical parties to identify missing status without creating a fixed lead-time promise.
Keep Facility, SRP and Monitoring Status on Separate Lines
Facility status is reported only against current authorization evidence for the named recycling facility. CPA does not treat a commercial yard nomination, prior delivery or general market statement as proof that the facility is authorized for the vessel’s recycling file.
The Ship Recycling Plan remains facility-issued and vessel-specific. Monitoring attendance, authority observation, photographs, delivery records and waste-control evidence are logged separately. CPA coordinates the local file and returns the evidence received; CPA does not approve the plan, authorize the facility or certify Convention compliance.
The facility and authority route retains responsibility for hazardous-material handling, waste management, worker safety, environmental controls and physical recycling. CPA follows the local status and attendance file; it does not approve the SRP, license the facility or certify physical recycling work.
Open the Bangladesh Ship Recycling Support File
CPA opens the local file against the vessel particulars, owner instruction, expected delivery window, IHM and certificate position, named facility, Ship Recycling Plan status, survey route, report recipients and approval contact. The first return identifies missing records, current authority or facility dependencies, attendance requested and the next report point.
