Freight Forwarder, NVOCC and Liner Agent Choose the Correct Bangladesh Appointment

A practical role-selection guide for freight forwarders, NVOCC principals, carriers, liner agents, shipping agents, importers, exporters and C&F agents in Bangladesh.

Current-fact control: Operational status, authority requirements, carrier acceptance, facility availability and local timing remain assignment-specific. Confirm the responsible party’s current status for the actual vessel, shipment, unit or facility before operational reliance.
Role definition

Start with the Contractual Role, Not the Company Name

A freight forwarder arranges transport and related logistics for the customer under the documents and contracts applying to that instruction. An NVOCC may contract as a carrier to its customer and may issue an HBL within its lawful authority. A liner agent represents a carrier’s commercial or local liner interests. A Shipping Agent owns the appointed vessel-call file. These roles can sit within one company, but each appointment and responsibility must remain identifiable.

Generic freight forwarding is not automatically CPA’s core public NVOCC Agent service. CPA accepts the Bangladesh local scope specifically assigned by the principal. Forwarding scope is separate from vessel agency unless expressly appointed; confirm who holds each responsibility.

Documents and filing

Keep HBL, MBL, Manifest and Customs Status Distinct

The HBL belongs to the authorised NVOCC/forwarding route. The MBL belongs to the responsible ocean carrier route. Manifest data is submitted through the authorised filer for the applicable shipment. The importer or nominated C&F agent then submits the goods declaration. A D/O invoice, surrendered HBL, manifest update, Bill of Entry and Customs release are separate milestones.

Bangladesh Customs explains that shipping agents submit manifest data, while the importer or nominated C&F agent completes the goods declaration through the Customs system. CPA can follow the dependency within an accepted agency file; it does not replace the statutory declarant or Customs decision-maker.

Appointment decision

Use a Simple Appointment Test

Need local container documents, unit status, empty return and SOA? Appoint NVOCC Agent Services. Need the actual vessel call, port declarations, pilot/tug/berth and Final DA? Appoint Shipping Agency. Need ISO tank product, previous-cargo, condition, cleaning/repair and tank release? Appoint ISO Tank Agent Services. Need goods declaration and Customs release follow-up? Use the importer/exporter and nominated C&F route. Need door-to-door forwarding? Confirm the responsible freight forwarder’s contract and provider network; do not assume it is included in CPA’s local NVOCC appointment.

Opening brief

What the Principal Should Identify First

Send the appointing company and role, appointment basis, trade direction, POL–POD/onward destination, booking/HBL/MBL or unit reference, authorised manifest-filer status, Bangladesh gateway, current unit position, immediate deadline, report recipients, time basis, payer/paymaster and approval contact.

CPA returns the opening status, responsible-party dependencies, next action, cost exposure, evidence need, reporting cycle and final open-item route.
