What $20 a Call Actually Buys, Seafarer Welfare at Chittagong and Mongla
A real Drop-In Centre, a statutory welfare board, and realistic expectations for what shore leave looks like here.
Twenty dollars. That's the welfare levy collected from every ship calling at Chittagong and Mongla since January 2014, and it's the funding mechanism behind the only real seafarer welfare infrastructure either port has. It's a small number, but it's worth knowing because it tells you exactly how this system is funded and therefore exactly how much capacity it realistically has. For an actual case, nationality, passport and seaman’s-book status, airline routing, Immigration or Shipping Office requirements, vessel position, weather and safe launch access may change the document route and timing. Immigration, manning and welfare steps are case-specific; confirm current local practice for the crew and ETA.
What's actually on the ground
The International Seafarers' Welfare Drop-In Centre sits at the Seamen's Hostel in South Halishahar, Chittagong, a facility that traces back to a Seamen's Hostel established in 1962 for temporary crew accommodation. The Drop-In Centre itself was originally seeded with a $100,000 grant from the ITF Seafarers' Trust and has run since on the per-call welfare levy, supplemented by ISWAN's involvement and a local Port Welfare Committee that brings together the government's Directorate of Seamen & Emigration Welfare, shipping agents and the ITF-affiliated Bangladesh Seamen's Association. It covers transport, basic recreational facilities, and contributes toward medical supplies for visiting crew.
The Directorate of Seamen & Emigration Welfare is the statutory backbone
Under Section 12 of the Bangladesh Merchant Shipping Ordinance 1983, a Seafarers Welfare Board exists with the Director-General of the Department of Shipping as chairman, this isn't an informal arrangement, it's a legally constituted body whose remit includes visiting ships at Chattogram when disputes arise over provisions, stores, accommodation or water. If a crew has a genuine grievance about onboard conditions while at a Bangladesh port, this Directorate is the official channel, separate from whatever your manning company or P&I correspondent might also be doing.
What "shore leave" realistically means here
Don't assume Chittagong offers the kind of shore-leave infrastructure a major Asian hub port does, there's no large-scale seafarer center with extensive recreational facilities, and transport options from anchorage or jetty into the city need to be arranged rather than assumed available on demand. The Drop-In Centre provides a real, if modest, base, a place to make contact home, basic recreation, transport assistance, but a ship manager should set realistic expectations with crew rather than letting them assume Chittagong shore leave looks like a call in Singapore or Colombo.
What this means for seafarer welfare compliance documentation
For a ship manager tracking applicable seafarer employment and welfare standards compliance across a fleet's port calls, Chittagong and Mongla both have a functioning welfare framework you can point to, the Drop-In Centre's existence, the statutory Seafarers Welfare Board, the ITF-affiliated union's involvement in the Port Welfare Committee, which is more than many smaller ports in the region can claim. Document the actual facility used and the contact details for the Directorate's regional office, since that's the kind of specific, verifiable detail an flag-state or labour-standard inspection or flag state audit will want to see rather than a generic statement that welfare facilities "exist."
What we'd recommend confirming before a call
Ask your agent to confirm current Drop-In Centre operating hours and transport arrangements specifically for your crew's expected shore time, rather than assuming standard availability. If a crew member has a genuine welfare grievance, know that the Directorate of Seamen & Emigration Welfare's regional office is a real, statutory point of contact, not just a manning company internal process. And keep expectations realistic: this is a functioning but modest welfare system, not a major port's full seafarer center infrastructure.
