Coal Import to Bangladesh: Which Port: Which Terminal, and Why It Matters

Matarbari, Chattogram outer-anchorage and Rampal-linked coal movements use different berth, lighterage, receiver and inland chains. The charterparty must identify the actual discharge and transfer responsibility.

Current-fact control: This article explains planning and agency practice. Port notices, tariffs, drafts, berth/terminal limits, Customs/Immigration routes, carrier acceptance and technical-provider requirements can change. Confirm the current primary-source instruction for the actual vessel, cargo, equipment and date before operational reliance.
Matarbari scope control: CPA has no standing Matarbari operating desk. Commercial-port plans and design figures are not current open-port availability. Any attendance requires a confirmed facility, project or vessel assignment and current operator/facility acceptance.

A 2025 lighterage payment dispute in Bangladesh showed how a mother vessel can remain at Chattogram anchorage even when weather and berth are not the immediate cause. Before fixing, identify the receiver, lightering contractor, payment trigger, discharge point, SOF responsibility and who carries waiting risk if the onward transfer stops. Cargo acceptance and clearance depend on the exact description, HS or UN details where applicable, manifest and bill-of-lading data, receiver or C&F readiness, terminal rules and current Customs or competent-authority instructions. Terminal, draft and discharge parameters change with the vessel and date; obtain a current local position.

Three power plants, three very different port realities

The Matarbari power-plant jetty, Chattogram outer-anchorage discharge chain and Rampal or Mongla route are operationally different. Matarbari can accept coal carriers within the active facility's approved envelope. Chattogram outer-anchorage discharge requires a separately agreed lighterage, survey, receiver and payment chain. Rampal-linked cargo follows the nominated Mongla and inland-river arrangement. Obtain the current facility limits for the actual vessel rather than applying one historic example.

Why Bangladesh coal cargo may discharge at Chattogram outer anchorage

Where a mother vessel cannot enter the nominated receiving facility, the fixture may provide for Chattogram or another outer-anchorage discharge followed by lighterage. That is a separate transfer leg with its own weather, barge, survey, receiver, payment and demurrage exposure. Do not infer the actual discharge point from the power-plant destination alone.

The payment risk is real, and it's not your counterparty's problem until it's yours

The cargo LC and the funding of lighterage, receiver handling and onward transport are not the same risk. Charterers should ask for the nominated lightering contractor, payment and attendance-readiness evidence, barge programme, receiver readiness and the contractual consequence if the transfer chain stops. A local agent may report documents and events but cannot certify a counterparty's solvency.

Quality disputes can send a whole cargo back to anchorage

A 2025 Matarbari cargo-quality dispute illustrates the need for agreed sampling, laboratory, rejection, suspension and redelivery clauses. Pre-shipment and discharge-port evidence should identify who samples, which standard and laboratory apply, when the receiver may suspend discharge and how time and additional handling are recorded. The agent or surveyor preserves evidence; cargo acceptance remains with the contractual receiver and competent parties.

What this means for your voyage estimate

For a Bangladesh coal voyage, price the actual contractual discharge and lighterage chain rather than a generic berth call. For Matarbari, confirm the active coal-jetty envelope and cargo-quality protocol. For Chattogram or Mongla-linked movements, request current port limits, terminal or receiver nomination, lighterage programme and survey instructions; the agent should state the source and date of each operational update.

Fixing a Coal Voyage into Bangladesh?

Send the cargo description, HS or UN details where applicable, quantity, SDS for regulated cargo, bill-of-lading or manifest status, consignee or C&F contact, vessel ETA and intended terminal. The duty desk will separate shipping-agent coordination from Customs, terminal, survey and competent-authority requirements.
