Protective Agency Services (OPA) for Shipowners
We represent shipowners and principals at Bangladesh ports, protecting their interests through independent port call monitoring, Proforma D/A verification, and operational reporting. We keep a close watch on the counterparty agent's handling of the port call, whether we are appointed OPA for the shipowner or CPA for the charterer and cargo receiver, and when a vessel is locked at anchorage waiting on berth or the discharge port agent's numbers do not add up, this is the desk that steps in and represents your side directly, in complex multi-party port calls just as much as straightforward ones.
Our Operations

Our OPA & Husbanding Services
We handle the full port call at Chittagong, Mongla, Payra, and Matarbari, from the moment a vessel reports at outer anchorage to final sailing, with practice built on the ground, port call after port call, year after year.
We track your vessel from the Chittagong Outer Port Limit through Kutubdia and Kumira lightering points, the Sitakunda buoy moorings, and right through jetty berthing, staying in direct contact with the port authority and pilot station at every stage, and we handle inward and outward clearance together with customs and the C&F agent so your entry and exit formalities are never the reason for a delay. During loading and discharge, whether alongside the jetty or through a lighterage vessel working at anchorage, our people are on site watching for cargo damage and short-landing, and when a crew change comes up we coordinate sign-on and sign-off directly with immigration and the PSC officer on duty, so visa and shore pass are sorted without last-minute surprises.
On the berthing side, we run draft shortage checks before jetty allocation is confirmed, because the last thing an owner needs is a vessel turned back at the pilot boarding ground after steaming in. A draft shortage measured against the charter party terms is one of the most common flashpoints between owner and charterer at this stage, and when it lands alongside a lighterage vessel running late, a barge damaged during anchorage delivery, or a receiver's nominated agent slow-walking discharge to protect their own demurrage position, we document timestamps and photograph the damage ourselves, so the record reflects what actually happened rather than whichever version suits the discharge rate. Ship supplies, bunkering of IFO and MGO, and cash to master go out either jetty side or by anchorage barge delivery when a berth is not yet free, and any repair or emergency response is arranged with local workshops on a no cure, no pay basis.
Ship spares move through customs the same way, slop and sludge disposal is handled to port and DoE requirement including DG cargo where declared, and our master mariner surveyors cover hull, machinery, equipment, and cargo condition on both on-hire and off-hire surveys, at jetty or at anchorage. Where a vessel needs yard time rather than a quick turnaround, we coordinate dry-docking at Chittagong end to end, survey, quote, schedule, execute, under the same desk rather than handing it off elsewhere. Launch and speed boat transport for personnel and equipment is arranged on short notice whenever the vessel cannot come alongside.
We know which customs broker clears fast, and which C&F agent to trust, not just what the tariff book says.
We're on call around the clock with a working presence at Chittagong, Mongla, Matarbari, and Dhaka airport, and that presence is what keeps us current on how jetty allocation is actually running week to week. Every Proforma Disbursement Account and Disbursement Account is checked line by line against what actually happened on the water, barge hire, launch charge, port dues and all, rather than simply passed along as quoted.
We track the port call against international shipping law and local port regulation throughout, and we verify and countersign the Statement of Facts ourselves rather than accepting the discharge agent's version, so when there is an incident, a PSC detention, or a claim, we are already positioned to represent you on the ground. Coordination with the port authority, pilots, and tugboat service keeps berthing, unberthing, and shifting on schedule, and clearance formalities, cargo supervision, crew change, and supply all run through one desk instead of five different local contacts. That kind of reporting discipline gives you real control over the shipper's or receiver's local agent, and appointing a protective agent to settle the PDA and handle cash to master works in your favor precisely because that is where local port knowledge pays off.
Benefits of Our OPA Services
The value of having us on your side runs from the moment your vessel locks up at anchorage to the moment it sails: proactive security instead of damage control, operational efficiency built on years of handling the same jetties, the same customs desks, and the same tide windows, and real cost savings through PDA verification and rate negotiation rather than signing off on the first bill the local agent sends. What it comes down to is peace of mind, knowing your vessel is being looked after by a desk that has actually stood on the jetty, not one reading the port call off a spreadsheet.
This kind of protection matters most when you are uneasy about, or unfamiliar with, the agent already nominated for your port call: when your vessel is calling at a port your office has little prior experience with, when local costs are complex or non-transparent with a history of padded barge, launch, or port-dues lines showing up on the DA, or when local law requires you to work through a locally appointed agent and you still need independent oversight on top of that appointment.
Owner's Side or Charterer's Side, Same Standard of Protection
Whichever side of the fixture you're on, our protective agents monitor the appointed port agent, verify costs, and represent your interests at every Bangladeshi port.
Owner's Protective Agency
For shipowners who need an independent set of eyes on the appointed port agent, checking the PDA, verifying the SOF, and stepping in on the owner's behalf if a dispute comes up over overcharges or the Statement of Facts.
Charterer's Protective Agency
For charterers and cargo owners who want their own agent watching the owner's port agent, verifying cargo handling and laytime records, and protecting their cost position if a dispute comes up over overcharges or the Statement of Facts.
Same local team, same standards, assigned to protect whichever side of the port call is yours.
